The Chairperson of the Andhra Pradesh State Commission for Women, Rayapati Sailaja, has raised serious concerns regarding the handling of sexual harassment allegations at a prominent Ayurvedic medical college. During a recent investigative visit to the institution, Sailaja identified several procedural failures that may have compromised the integrity of the inquiry into student complaints.
Investigation Reveals Procedural Missteps
According to the Women’s Commission chief, the administrative response to the allegations was marked by significant delays and a lack of transparency. A primary point of contention is the formation of the Internal Complaints Committee (ICC). Under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, institutions are required to maintain a functional ICC to address such grievances immediately. However, Sailaja noted that the college’s committee was established belatedly, only after the formal complaints were lodged.
Furthermore, the composition of the ICC has come under fire. The commission observed that the committee lacked a mandatory external member, a requirement designed to ensure an unbiased and neutral investigation. “The absence of an external representative undermines the credibility of the entire process,” Sailaja stated during her review of the institution’s files.
Allegations of Retaliation and Intimidation
Beyond the technical lapses in the inquiry process, the students who brought forward the allegations have reported a hostile environment. The complaints allege that those who spoke out against the harassment faced threats and intimidation from college staff. There are concerns that the administration attempted to suppress the voices of the victims through fear of academic or personal repercussions.
Commission Demands Enhanced Protection for Students
Rayapati Sailaja has called for immediate corrective measures to ensure the safety and well-being of the students. She emphasized that the state would not tolerate negligence when it comes to the protection of young women in educational environments. The commission is expected to file a comprehensive report detailing these lapses and directing the college to reform its grievance redressal mechanisms in accordance with national legal standards.
