West Bengal Chief Minister Mamata Banerjee has ignited a fresh political firestorm by alleging that electronic voting machines (EVMs) could be swapped or tampered with before the final counting of votes. As the West Bengal Assembly elections reach a fever pitch, the Trinamool Congress (TMC) supremo urged her party workers to maintain a “hawk-eyed” vigil over the strongrooms where the machines are stored.

Understanding the Allegations

During a recent rally, Banerjee cautioned her supporters against potential “manipulation” by the Bharatiya Janata Party (BJP). Her claims center on the theory that original EVMs, containing the actual votes cast by citizens, could be replaced with “pre-programmed” units designed to favor a specific candidate. While these allegations are not new in the Indian political landscape, they raise significant questions about the robustness of the Election Commission of India’s (ECI) security protocols.

Is an EVM Swap Technically Feasible?

The Election Commission has consistently maintained that EVMs are standalone machines that are neither networked nor wirelessly connected, making remote hacking impossible. However, the “swap” theory focuses on physical security rather than digital intrusion. To successfully switch a machine, an individual would need to bypass a multi-layered security system that includes:

  • Unique Serial Numbers: Every EVM and its Control Unit (CU) has a unique ID shared with all polling agents before voting begins.
  • Double Randomization: Machines are allocated to booths through a two-stage randomized process, making it impossible to know which machine goes where until the last moment.
  • Physical Seals: After polling, machines are sealed with pink paper seals and green thread seals, signed by representatives of all political parties.
  • Three-Tier Security: Strongrooms are guarded by Central Armed Police Forces (CAPF), monitored by CCTV, and watched 24/7 by party volunteers.

The Role of VVPAT in Verification

To further bolster transparency, the Voter Verifiable Paper Audit Trail (VVPAT) allows voters to see a physical slip confirming their choice. During the counting process, a mandatory tally of VVPAT slips from five randomly selected polling stations per assembly constituency is conducted. Any discrepancy between the electronic count and the paper slips would immediately flag a compromised machine.

While Banerjee’s claims serve to energize her base and ensure worker vigilance, the technical and procedural safeguards currently in place make a large-scale swap virtually impossible without the collusion of multiple independent agencies and rival party observers.
