The Electronic Voting Machine (EVM) remains the cornerstone of Indian democracy, yet it often finds itself at the center of intense political scrutiny. To ensure the sanctity of the electoral process, the Election Commission of India (ECI) has implemented a multi-layered security protocol that blends high-tech engineering with rigorous physical surveillance. Understanding how these machines are protected offers a glimpse into the logistical complexity of the world’s largest democratic exercise.

The Manufacture and Design Safeguards

Security begins at the assembly line. Unlike common electronic devices, EVMs are manufactured exclusively by two public sector undertakings: Electronics Corporation of India Limited (ECIL) and Bharat Electronics Limited (BEL). These machines are “stand-alone” devices, meaning they lack any internet connectivity, Bluetooth, or Wi-Fi capabilities. This intentional isolation makes it impossible for external hackers to gain access to the system through remote networks.

The software used in these machines is “burnt” into a One-Time Programmable (OTP) chip. This means that once the code is written, it cannot be altered, overwritten, or modified by anyone without physically destroying the hardware. This hardware-level security ensures that the core functionality of the device remains tamper-proof throughout its lifecycle.

Two-Stage Randomization and Storage

To prevent any possibility of pre-planned manipulation at specific polling booths, the ECI employs a double-blind randomization process. In the first stage, machines are randomly allocated to different assembly constituencies using specialized software. In the second stage, they are further randomized to specific polling stations within that constituency. This process occurs in the presence of representatives from various political parties, ensuring complete transparency.

The ‘Strong Room’ Fortress

Once the randomization is complete and the polls have concluded, the EVMs are transported to “Strong Rooms.” These storage facilities are converted into high-security fortresses characterized by:

  • Triple-Layer Security: The perimeter is typically guarded by Central Armed Police Forces (CAPF) in the inner layer, state armed police in the middle, and local police in the outer ring.
  • Political Oversight: Candidates and their agents are permitted to place their own seals on the doors of the Strong Room. They are also encouraged to set up camps outside the facility to keep a 24/7 watch.
  • CCTV Monitoring: Continuous video surveillance is mandatory, with feeds often visible to the political representatives stationed outside.

The Role of VVPATs

To provide a physical audit trail, the Voter Verifiable Paper Audit Trail (VVPAT) was introduced. When a voter casts their ballot, the VVPAT machine prints a slip showing the candidate’s name and symbol for seven seconds behind a glass window. This allows the voter to verify their choice. These paper slips are later collected in a sealed box and can be used to cross-verify the electronic results in a selection of polling stations, acting as a final safeguard against any alleged electronic discrepancies.
