Business owners and institutional property holders in Bengaluru are facing a sharp increase in their monthly water bills following a significant hike in sanitary charges by the Bangalore Water Supply and Sewerage Board (BWSSB). The adjustment, which primarily targets non-domestic consumers, has sparked widespread concern among the city’s commercial sector, prompting the utility provider to reconsider the implementation of these new rates.
The Impact of the Tariff Revision
The BWSSB recently restructured its sanitary fee framework, moving from a fixed-rate system to one based on a percentage of the total water consumption. For many small-to-medium businesses, educational institutions, and industrial units, this shift has resulted in monthly bills doubling or even tripling in some instances. The move was initially designed to generate additional revenue for the maintenance of the city’s aging underground drainage (UGD) infrastructure and the operation of sewage treatment plants.
However, the timing of the hike has been met with stiff resistance. Representatives from various trade associations argue that the increase places an undue burden on sectors still recovering from economic fluctuations. Many business owners noted that while their water consumption remained consistent, the added “sanitary” component became the largest portion of their financial liability to the board.
BWSSB Signals Potential Rollback or Adjustment
In response to the mounting pressure and numerous petitions from consumer groups, senior officials within the BWSSB have indicated that a review of the tariff structure is likely. Sources within the board suggest that the utility may look into capping the sanitary charges for specific categories of non-domestic users or reverting to a tiered system that is less aggressive for smaller commercial outlets.
Balancing Infrastructure Needs and Consumer Intersts
The BWSSB faces a complex challenge: it must secure enough funding to manage Bengaluru’s expanding sewage network while maintaining public and commercial support. The board has previously cited rising operational costs, including high electricity tariffs for pumping stations, as a primary reason for seeking higher service fees.
For now, non-domestic consumers are being advised to monitor their billing cycles closely. A formal decision regarding the potential revision of these charges is expected following an internal review board meeting later this month.
