In a powerful stride toward civic equality, residents of the Institute of Mental Health (IMH) in Chennai are preparing to cast their ballots once again in the upcoming Tamil Nadu Assembly elections. This initiative marks a continued effort by the state government and election officials to ensure that mental health challenges do not serve as a barrier to the fundamental right to vote.
Building on a Historic Milestone
The journey toward political inclusion at IMH reached a significant turning point in 2019. During the Lok Sabha elections that year, the institution scripted history when 156 residents were certified fit to vote, marking the first time in the facility’s long history that residents participated in the democratic process. The success of that initiative dismantled long-standing stigmas regarding the capacity of mental health patients to make informed electoral decisions.
For the upcoming state polls, the process involves rigorous assessments by medical professionals. Psychiatrists and medical boards evaluate residents to determine their “soundness of mind”—a legal requirement under the Representation of the People Act. Those deemed stable and capable of understanding the electoral process are enrolled in the voter lists, with special camps organized within the IMH campus to facilitate registration and the issuance of Voter ID cards.
Addressing Stigma Through the Ballot Box
The inclusion of IMH residents is seen by advocates as more than just a logistical exercise; it is a vital part of psychological rehabilitation. “Participation in democracy provides a sense of belonging and agency,” says one mental health advocate. “When a resident holds a voter ID, they are no longer just a patient; they are a recognized citizen of the country.”
Logistics and Awareness on Campus
To ensure a smooth voting experience, the Election Commission, in coordination with hospital administration, typically sets up a dedicated polling station within the institute. Leading up to election day, awareness programs are conducted to familiarize residents with Electronic Voting Machines (EVMs) and the significance of their vote. This ensures that the process is accessible, stress-free, and empowering for all eligible participants.
